The Health Information Specialist supports the Orange County Mental Health Clinic. This is a unique role that provides insight to the various program models throughout the agency. The primary responsibility of the Health Information Specialist is to maintain client records and billing systems with a focus on the quality assurance. The ideal candidate will have a high level of organizational and analytical skills, prioritize projects, strong computer and communication skills, and be a positive team member.

Responsibilities
- Create and maintain client records for assigned program(s) according to HIPAA, Seneca, and federal regulations.
- Monitor and track required Medicaid documentation, ensuring accurate completion according to established programmatic, county, and state guidelines.
- Verify Medicaid eligibility monthly and as needed through the state and county systems.
- Conduct Quality Assurance review of all administrative, clinical, and medical documentation to ensure proper and timely completion of documents.
- Validate and process client placement change requests and receive client documentation.
- Communicate with treatment team regarding corrections or necessary changes on mental health documentation, returning items as needed.
- Report current chart status using the most effective tracking tool to communicate with the clinical team about needed/missing/incorrect documentation.
- Create document checklist for Clinical Supervisors to facilitate monthly clinical record review preparation.
- Attend meetings at various locations.
- Responsible for all Mental Health billing using Billing Information Systems for assigned program(s). Includes: client registration, opening/closing client episodes, and accurate service entries/maintenance.
- Investigate and resolve billing inaccuracies and billing related issues.
- Ensure timely submission of invoices for Non-Medicaid clients to appropriate department(s).
- Prepare discharge charts for off-site storage after completing technical and clinical audits.
- Ensure appropriate and timely distribution of Incident Reports.
- Update program attendance and process requests for needed client reports.
- Process Record Requests in compliance with HIPAA rules and Seneca policies and procedures.
- Prepare for county and state audits.
- Provide back up support to Program Assistant(s), including front desk coverage.
Qualifications
- Bachelor’s degree required.
- Excellent organizational, analytical, project management and communication skills.
- Computer literacy with MS Office Suite, including a high level of knowledge with excel.
- Previous experience in comparable position including billing and health records management preferred.
- Valid California driver’s license with a clean driving record. Must be insurable under Seneca’s insurance policy.
- Clearance of TB test, physical exam, fingerprinting and any other mandatory State/Federal requirements.
- Computer literacy with MS Office Suite, including a high level of knowledge with excel.

- Monday through Friday, 9am – 5:30pm.
